Demonstrations against Recruitment of Clerks NOT having proficiency in Marathi language were held.

BACKGROUND

New Clerical Staff is recruited for Greater Mumbai Zone including B.C.C.

For fulfilling Pre-appointment formalities, the selected candidates were allotted to Regions /B.C.C.

It was the duty of each Region to satisfactorily conduct Language Proficiency Test ( LPT ).

We NEVER had any objection on from which state the selected candidate has come. We wanted that as per Rules framed by Central & State Governments selected candidates should be proficient in Local Language, i.e., Marathi. Every State ensures that these candidates know it’s Local Language.

During earlier two such recruitments we were not fully satisfied about LPT aspect. At the request of Management we did not press for tight reigns in this regard as they promised us to conduct such Tests in their true spirit thereafter.

This time we were serious in this regard on four counts. They are :

1. It was third year in row.

2. We do not want candidates not having knowledge of our local language to join Bank as it hampers customer service.

3. It robs jobs of our local aspirants.

4. It violates Rules framed by Government which are strictly followed by other states.

Follow – Up

We wrote our Letter No. BOBKSENA/ 2017/ 73 dated 05-05-2017 to General Manager (HRM), B.C.C. on ‘Latest Recruitment of Clerical Staff’ warning him to not to recruit any Non- Marathi person in Clerical Recruitment.

Letter No. BKSM/2019/43 dated 09-05-2019 to the Executive Director (HR), B.C.C., on the subject ‘Irregularities in Workmen Recruitments in Bank of Baroda’ was written by ‘Bank Karmachari Sena Mahasangh’ (BKSM) and signed by its General Secretary Sri. Vilas Ghugare. This letter warned Management if any candidate not knowing Marathi is recruited, then, for the consequences due to BKSM reaction BOB Management will be solely responsible.

At the end this letter advised as under :

“ Please stop illegal, unethical practices in recruitment. Do not allow other states to rob our jobs.”

We wrote our Letter No. BOBKSENA/2018/ 145 dated 14-05-2019 to General Manager (HRM) B.C.C. on “The present ongoing process of Recruitment of Clerical Staff.” This letter signed by Myself clearly asks Management, “This time there should be no lethargy on any point in conducting LPT.” This letter further warns the Management as under :

“Our Apex body ‘BKSM’ also ‘SLS Mahasangh’, who looks after Recruitments is keeping close watch on this current recruitment in process. Any lethargy on your part may irk them.”

ADAMANT MMCR. Management On Wednesday 15th May, 2019 ‘ Mumbai Metro Central Region’ (MMCR) In-charge Sri. SSR Eranki Ramchander, D.G.M. was approached by General Secretary of BOBSLS Sri. Pankaj Kerkar along with Mr. Hemant Dalvi and Mr. Ameya Kondvilkar.

In all 22 candidates were allotted to MMCR. Out of these 10 candidates were NOT at all knowing Marathi.

Our team objected to giving chance to these 10 not knowing Marathi candidates. Sri. Ramchander, D.G.M. did not respond to us properly. He was very adamant. After warning him our team left his office.

THE DEMONSTRATIONS

As D.G.M. of M.M.C.R. tried to shirk his responsibility by shifting the blame on Zonal management, BKSM General Secretary Sri. Vilas Ghugare telephonically talked to GMZ head Sri. Navtej Singh, G.M. He informed the G.M. about BKSM’s intention of Demonstrations on very next day.

Demonstrations took place!

Accordingly on Thursday 15th May 2019 fierce DEMONSTRATIONS were organised by BKSM in the Leadership of its General Secretary Sri. Vilas Ghugare. Seeing the force of our action, the Zonal In- Charge Sri. Navtej Singh, G.M. called BKSM team for talks.

Sri. Navtej Singh, G.M. accepted that these 10 candidates did not deserve appointment as they had no knowledge of Marathi.

Sri. Navtej Singh, G.M. ordered to keep these 10 appointments on hold. He also promised to streamline LPT. He assured us of proper handling of LPT in future.

Sri. Navtej Singh, G.M. also contacted our idol Hon. Sri. Anil Desai, M.P. who is also Working President of BKSM. Sri. Anil Desai, M.P. was assured of fair play in this regard.

In all more than 200 members of BKSM Units participated in Demonstrations. It was sudden call. Still the response was overwhelming.

It was a Deserving Victory !

It was a show of Unity among all Units of BKSM in various Banks.

All BKSM units were represented by their top Office Bearers. We are Thankful to them

POST DEMONSTRATIONS DEVELOPMENTS :

1. MMCR In- Charge Sri. SSR Eranki Ramchander, D.G.M. is transferred to Mangalore as Deputy Zonal Head.

2. Shiv Sena Party Secretary Hon. Sri. Anil Desai, M.P. will soon meet M.D. & C.E.O. of our Bank & E.D. ( HR ) to permanently settle this issue of recruitment.
